DMV – Driver’s License & Learner’s Permit
What a homeschooler needs at the SC DMV
Going to the Department of Motor Vehicles (DMV) is a right of passage for teens learning to drive.
As a homeschooler, you will need to take your GLOW Accountability membership letter to the DMV when you apply for the Beginner’s Permit.
Requirements for SC DMV Beginner’s Permit
Students age 15 or 16 must take a DMV approved driver’s education course. The driving instructor will give the student a PDLA form after completing the driver course. The PDLA form is required to apply for the driver’s license. You should attach a copy of your GLOW Accountability letter to the PDLA form. The parent completes section 2 of the PDLA form as the homeschool administrator.

Homeschool Issues at the DMV
Occasionally a homeschool family will encounter a DMV employee or driving instructor who does not understand what is required for the homeschool student. Sometime an issue occurs when applying for the permit and more often the issue occurs with the PDLA form from the driving school.
If you have an issue proving you are a legal homeschooler at the DMV – make sure you have a copy your GLOW Accountability letter to give to the DMV. This usually solves the problem.
If you have an issue with the PDLA form and who should complete section 2, check the PDF document below for full instructions on how to complete the form and explain why the homeschool parent is the homeschool administrator.
